How can he not have a boat here? It's quite standard to bet the flop with a set and check-calling with a set on the 4-flush turn is sick bad. He has no evidence that you have a high flush card so betting the turn again is the lesser of all evils. He has outs if he's beat and isn't shoved on, he retains control of the hand and he stands a reasonable chance of getting you to relucta-fold any low/mid heart that you might have picked up (i.e. he has some bluff value). At the river its super standard to fire a strong bet now that he's boated up.
I think you are making a pretty crucial hand reading error if you assume that he never has a boat simply because he elected to bet the turn when a 4-flush hit. Insta-giving up a strong hand just because the board got scary is a leak.
I knew putting "ever" in was a stretch, but I don't think he has a boat much.
